Why does page count change the cost?

A useful page is not only another layout. It needs a search purpose, heading structure, copy, links, metadata, responsive QA, and a place in the site architecture. A 5-page site may introduce a contractor. A 20-page site can separate service lines, project types, locations, and supporting guides.
